I had it really badly all over my back and it was so ewww that I couldn't wear even vest tops! She gave me this stuff called Hibiscrub (you can get it on prescription) and it works really well and in a few weeks the spots were all gone. If that doesn't work, you can also try creams (Freederm is also really good, it works from day one and I swear by it on my face!), or tablets for it if that doesn't work. Don't keep spending your money on things that don't work!
